FROM THE DESK OF EXECUTIVE COUNCILOR, WORKS AND POWER, LAHDC KARGIL

            Kargil being a separate district in the year 1978 curving the erstwhile district Ladakh leaving behind a lot of developmental works to be accomplished, initiated and completed. Owing to the difficult geographical problems of the area, the need for greater public participation in the planning and development process was all the more necessary. Considering the need Government of India was kind enough to declare the area with the status of Ladakh Autonomous Hill Development Council. Ladakh  Autonomous Hill Development Council was constituted in accordance with the Ladakh Autonomous Hill Development Council Act, 1995. The  democratic constitution of the Council has heralded democratic 

decentralization of planning process with the involvement of people at the grass root level. Unlike other districts of the State, Ladakh Autonomous Hill Development Council (LAHDC) also governs the administration in the district. The conception of the council was conceived so as to provide a transparent development in the area.

           Kargil district being hilly topographically, construction of motorable roads was the prime job. Unlike other districts of the state, a major chunk of roads befalls under district plan and enough funds consume in it. A lot has done in construction of fair weather roads but gigantic taks are yet to be initiated in up gradation of these roads. The estimated need of the people for electricity in the district is of the order of seventy megawatt. At present we only generate 3.75 Megawatt Hydel Power and 9.00 Megawatt power from diesel generators. A lot are yet to do. Many projects are in offing. A prestigious 40 Megawatt Chutuk Hydel Project has recently taken in hand under National Hydro Power Corporation (NHPC) and work is going under speedy way. Survey for initiating some other Mini Hydel Projects are in progress.

            Three prestigious irrigation projects like Wakha Rong Irrigation Canal, Kanji Nallah Irrigation Canal and Sanjak Canal. These schemes have been taken under NABARD. Small Nallahs, rivulets and the main rivers like Suru, Indus, Drass and Zanskar which when receive snowmelt water in summer, give much damage to the crop fields, vegetations and cause erosion when they change their courses. Bridges of small and major nature on the rivers and rivulets is another gigantic work to be under taken by the Ladakh Autonomous Hill Development Council Kargil for easier communication of the general masses.

           From my desk, I urge upon the Government (both State and Centre) to provide us generous funds against our projected schemes so that we could proceed ahead to meet the demands of the people. I again instruct the Engineers and their functionaries to work with dedication and devotion to fulfill the aspirations of the people, who have reposed faith and confidence in the present Hill Development Council under the able leadership of Chief Executive Councilor Haji Asgar Ali Karbalaie.
