FROM THE DESK OF EXECUTIVE COUNCILOR, RURAL DEVELOPMENT, LAHDC KARGIL

            I, Haji Mohd Ishaq, am a resident of Kharboo which fall in Drass Area. I was elected from the Bhimbet Constituency for Ladakh Autonomous Hill Development Council in July 2003.

            Ever since, Haji Asgar Ali Karbalaie took the reign of Hill Council Kargil in the capacity as Chairman / Chief Executive Councillor in December 2004, I was given to shoulder the responsibilities of looking after the departments like Rural Development, Archives, Information, DRDA, Weight & Measure, Information Technology, etc. in the capacity as Executive Councillor. Ninety five percent

population of Kargil District live in rural areas. As the District is a hilly district, the villages in the entire district is located in hilly terrains. The snow water coming from snow covered hills come down to these villages in shape of streams, rivulets. Thus a big potentiality bestow upon the Rural Development department to construct small water tanks, khulsm bridle-paths, low cast bridges for better irrigation and communications for the people of rural areas.

            The people of Kargil have repose true faith in the able leadership of Haji Asgar Ali Karbalaie, this Hill Council will do its best in giving better bridle path connectivity to all the villages, easy and effective watering system for cultivating land in rural areas by constructing tanks and canals. For giving better schooling activities to rural children, school buildings will be constructed in all rural villages.

            The people of Drass possess a different racial stock dared and speak a unique language Shinna. This language is found no where then in the Chitral range of Himalaya. In the capacity as Executive Councilor, Archives and Monuments, the Hill Council will do its best to preserve and promote the ancient traditions of Drass, but also to promote and protect traditions of other sects in Kargil.

            I, urge upon all the functionaries and officers of Rural Development Department to help give every possible assistance to the rural people of Kargil in mitigating their problems working with dedications and devotion.
