Administratively Kargil is divided into 7 blocks, namely Kargil, Drass, Sankoo, Taisuru, Shargole, Shakar-Chiktan and Zanskar. It has two Tehsils viz Kargil and Zanskar. Zanskar is also a Sub Division, headed administratively by a Sub Divisional Magistrate. 

With the institution of the Ladakh Autonomous Hill Development Council in Kargil, the administrative set-up has became different as compared to other districts of the State. Hill Council was constituted in Kargil during the year 2003. The  district  was divided into 26  Council  Constituencies.  Election to the  Councilors  were  held in July 2003 except 3 constituencies of Zanskar Sub-Division. Out of  30 Councilors 26 are elected and 4 are nominated. Election to the Councilors of Zanskar were held in July 2004. Under a government notification, 4 nominated Councilors were also came in existence in December 2004 which subjected change in the leadership of the Council and Shri Asgar Ali Karbalaie was elected as the Chairman and Chief Executive Councilor of the Council. Earlier Shri Qamar Ali Akhoon held this post as the first Chairman and Chief Executive Councilor of the Hill Council Kargil . 

The  Chairman / Chief  Executive Councilor of  Ladakh  Autonomous  Hill Development Council Kargil keeps the status of a  Cabinet Minister  with  power and  perks. The Chief Executive Councilor passes the Plan proposals and budget in the capacity as Chairman of Kargil Development Board. He also keeps power to sanction projects costing up to Rs 5  Cortes. Earlier such sanctions  was used  to be acquired from the Government which takes lot of time. The Council has  4 Executive Councilors with the rank & perks of Deputy Minister.

The Deputy Commissioner Kargil is the administrative head and is also designated as Chief Executive Officer of the Hill Council. He   controls the administrative machinery and is responsible for law and order.
